The question is flawed. Jerusalem already is the capital of Israel, and has been since 1949. It's the seat of governmental administration, which is how a city's status as a capital is usually determined.

There is an issue with UN recognition of the city's recognition as such, mainly owing to the fact that at the time of the formation of the state of Israel, only the Western part of the city was within the national border (Eastern Jerusalem having been annexed by Jordan the year before). However, I am not aware of any international law that allows the UN to tell a country which city can or cannot be its capital, as long as that city is at least partly within its ambit. It can simply refuse to 'recognise' said capital, and decide to place its diplomatic agencies elsewhere.

There's a good diplomatic reason to treat Tel Aviv as Israel's capital. Palestinians consider Jerusalem to be their own capital, and would restore it to that position if they could. Recognizing Jerusalem as Israel's capital is seen as taking a definite side, which would paralyze any diplomatic discussions relating to Israel and Palestine, since it's essentially removing the Palestinian point of view from the table.

Let's throw a hissy fit and burn cars in the street because some city is a capital even if we don't live there. The same people riot when someone burns a book. Teo year old trhow tantrums like this. What do I do for tantrums?
