Just a thought: Maybe they were wanting to extend the amount of time they had before it became illegal. They may also have been wanting to avoid unnecessary attention from law enforcement that would feel compelled to look into the drug until they figured out that it was something brand new and they couldn't do anything with it.

The James Bond moments sound entertaining, though.
